Abstract
The aim of this paper is to establish a new theoretical framework for pedagogy and pedagogical dynamics of ICT in distance education. In particular, the paper examines how technology is responding to the globalized society's demand for lifelong learning by looking at the pedagogy of ICT, guided by the principles of the concept in education general and in distance education in particular so as, to form a theoretical basis for the operation and effective application of technological means and tools. With the method of bibliographic review, a new theoretical framework stands out with the pedagogical dynamic of ICT (interaction, self-efficacy, teamwork and interaction) and the composition of the didactic, social and cognitive presence in distance education with ICT is demonstrated. It is showed that there is a two-way relationship between distance education and ICT, in which this particular educational system sets the foundation of the educational methodology, while ICT determines the rate of its development and effective implementation, provided that the planning is careful, the diligent organization and the preparation of the participants appropriate, in order to highlight the pedagogical dynamic and the avoid the sloppiness and massiveness.
