Τhis paper primarily aims to present staff development as a main change factor in open universities and secondarily the necessity and requirements of a strategy perspective on the educational staff development in Open Universities. We present the staff development design in The Open University of Great Britain as a case study from its early beginning until Strategy of human resources.
