Abstract
Freire (2006) and Mezirow (2007) have introduced and support the two most influential theories in adult education. Mezirow and his colleagues underline the strength and describe the knowhow of transformative learning implemented through critical reflection, where as Freire sees critical learning as a means of action towards social change. Taking into account the two aforementioned theories, we propose two instructional designs for Civil-servants training on ICT use. These instructional designs aim at informing effective instructional design for in-service training programs.
