The explosive growth and the rapid diffusion of the Internet, created new approaches to teaching and learning specifically in higher education. The interest in the development and use of distance learning in higher education has been steadily increasing and the past four decades. The Distance Learning Committee of Frederick University, has developed a procedure for internal Quality Control for the distance learning programs as part of the university’s implementation of strategic planning in providing quality distance learning education and continuous updating of processes of conventional and distance learning program of studies.  The goal was to examine whether the courses (design, delivery, assessment, interaction etc) are aligned to the philosophy, the pedagogical framework and the guidelines of DL operations provided by the Distance Learning Committee to DL stakeholders.
