Περίληψη

Τα ιδιαίτερα κοινωνιακά (societal) χαρακτηριστικά της εποχής μας, οι ραγδαίες τεχνολογικές εξελίξεις, η αύξηση των ορίων ηλικίας, οι έντονες δημογραφικές αλλαγές, τα υψηλά ποσοστά ανεργίας δημιουργούν την ανάγκη ανάπτυξης εθνικών και διεθνών πολιτικών και στρατηγικών που έχουν ως στόχο την ευημερία των πολιτών. Το Πρόγραμμα «Ατζέντα 2030 - Στόχοι Βιώσιμης Ανάπτυξης» (Sustainable Development Goals) υιοθετήθηκε από τον ΟΗΕ τον Σεπτέμβριο του 2015 και αποτελεί εξέλιξη του Προγράμματος Στόχοι Ανάπτυξης Χιλιετίας (2000-2015) (Millennium Development Goals). Βασικοί άξονές του αποτελούν η ανάπτυξη της οικονομίας, της κοινωνίας και του περιβάλλοντος. Η UNESCO και οι θεσμοί της Ευρωπαϊκής Ένωσης (ΕΕ), σε ένα πλαίσιο παγκόσμια συνεργασίας και συνέργειας, καλούνται να παίξουν έναν σημαντικό ρόλο στην εφαρμογή της Ατζέντας, καθώς έχουν τόσο την κατάλληλη εμπειρία όσο και εκτεταμένα διπλωματικά δίκτυα. Προς τούτο, έχουν συνταχθεί σημαντικά επίσημα κείμενα σχετικά με την υλοποίηση των στόχων της Ατζέντας 2030. Η παρούσα μελέτη μέσα από την ποιοτική ανάλυση τριών κειμένων έρχεται να αποτυπώσει και να ερευνήσει τις διαστάσεις της ανάπτυξης και τον τρόπο με τον οποίο μπορεί να επιτευχθεί. Μέσα από την ανάλυση των κειμένων προκύπτουν κάποια κοινά θεματικά δίκτυα, τα οποία αφορούν στη χάραξη πολιτικών, ιδιαίτερο χαρακτηριστικό των οποίων αποτελεί η συνοχή, στην εκπαίδευση και στα είδη των δεξιοτήτων που χρειάζονται οι άνθρωποι και στα ανθρώπινα δικαιώματα, τα οποία αποτελούν τον θεμέλιο λίθο των πολιτικών, των δράσεων και των πρωτοβουλιών.
