Ανάπτυξη εργαζομένων μέσα από τη μάθηση στη σύγχρονη ελληνική δημόσια διοίκηση
Abstract
The transition to a post bureaucratic, modern and reformed public administration, is also associated with the transition from a career centered human resources management to a system that is grounded to the competences and the skills of employees and that fully recognizes their contribution to the organizational performance. The system that pays special attention to the competencies of the human factor is proposed as a more sophisticated and capable to lead the public sector to a higher level of productivity. New missions of public services and greater expectations of members of society require the redefinition of civil servant’s role. Nowadays civil servants are facing the extraordinary and the unpredictable and for that purpose, the implementation of old stereotypes and standard operating procedures that fixed old problems no longer find successful application. During the period of transition to a new culture in civil service and in order to overcome the hierarchical and bureaucratic approach it is needed to experiment innovative methods that will incorporate the critical reflection, the content and process reflection to all levels of hierarchy so as to lead to constructive feedback and to the submission of proposals with practical solutions.
