Economic Evaluation of mergers’ policy in the primary schools: The case of the Regional Unit of Evia in Sterea Ellada

Abstract

The structure of educational system is a very important issue of educational policy. For a more rational structure associated issue of school mergers. In Greece it has been only in the last decade that school mergers have been attempted, yet rather tentatively. However, all such mergers were brought into effect without ex ante or ex post economic evaluation. The present study attempts an ex post economic evaluation of the primary school mergers which have taken place in the Regional Unit of Evia in Sterea Ellada between the years 2011 and 2012. Research compares the Annual Social Cost per Student of the school years 2010-2011 (before the decision was implemented) and 2013-2014 (after the decision was implemented). The Empirical Analysis has been based on the Unit of Cost in Economics of Education. The research findings reveal that after the decision the average school size was increased and the Annual Social Cost per Student was decreased.
