Abstract
This paper evaluates the efficiency, technical and of scaling, of the Public lower secondary schools of the regional units Evritania, Fthiotida and Fokida of the Municipality of Sterea Ellada for the school year 2015-2016. We use the Data Envelopment Analysis (DEA) oriented to the inputs, with one input and two outputs. The results of the empirical analysis reveal that for the used combination of inputs-outputs: a. the mean values of efficiency, technical and scaling for all the lower secondary schools are low, which means serious waste of resources. b. the mean values of the technical efficiency of the school units with a relatively big number of students are higher comparing with the corresponding of the school units with small number of students which reveals that the small units spend more resources. c. the mean values of the technical efficiency of the lower secondary schools located on the capitals of the regions are higher comparing to the corresponding of the rest of the school located to other regions and as a result the second category wastes more resources. The same issues are valid for the scale efficiency. The econometric analysis reassures that the size and the place of the school unit, have positive and statistically significant impact on technical efficiency under the hypothesis of variable returns to scale. The results are useful for the designers of the system of the Secondary Education and for those who decide the allocation of resources.
