Abstract

 

 The introduction of Lifelong Learning into the Business Planning of a city becomes necessary at international, national and local level. The role of Local Government is key to linking the Knowledge Society to the needs of regional and local social partners. This cooperation will contribute to the economic, cultural and social development of the region. Lifelong learning upgrades the public administration, strengthens its human resources and contributes to its efficiency. This paper focuses on the necessity of Strategic Planning for Lifelong Learning in Local Government, as it is a developmental investment for the social and cognitive capital of a Municipality. This research focuses not only on how Lifelong learning affects the organization's own employees but also on how it contributes to the effectiveness of the entire organization to become a "Learning Organization" for the benefit of both its internal and external clients, based on to the Lifelong learning values.
