Abstract

The use of ICTs in public education is hindered for educative, but also for legal and administrative reasons, which constitutes an innovative and interdisciplinary approach. The legal and administrative science aspects of the issue offer interesting conclusions about the nature of the rules that impose the introduction and use of new technologies and about the behavior of the state employees that deteriorates their full installation. Also, control over the state employees is examined and so are public procurement issues. Finally, besides the introduction of a clear and rapid legal system, it’s proposed to introduce the "organizational" culture in Public Administration.
