Περίληψη

Η παρούσα εργασία αφορά στην εφαρμογή της ηλεκτρονικής διακυβέρνησης στη διοίκηση της εκπαίδευσης. Σκοπός της είναι η περιγραφή και τεκμηρίωση της διαδικασίας σχεδιασμού ενός μοντέλου αξιολόγησης των ιστότοπων των Διευθύνσεων Πρωτοβάθμιας και Δευτεροβάθμιας Εκπαίδευσης της χώρας. Αυτό επιτυγχάνεται μέσω της ανασκόπησης της βιβλιογραφίας σχετικά με έρευνες που αξιολογούν την ηλεκτρονική διακυβέρνηση και που αξιοποιούν μοντέλα και θεωρίες αξιολόγησης ιστοσελίδων δημοσίων υπηρεσιών. Οι έρευνες δείχνουν ότι δεν υπάρχει μια ενιαία μεθοδολογία που να επιτρέπει συγκρίσιμες αξιολογήσεις, ούτε μια ενιαία λίστα δεικτών-μεταβλητών για την αξιολόγηση αυτών των ιστότοπων. Ως εκ τούτου διαμορφώθηκε ένα μοντέλο αξιολόγησης των ιστότοπων των Διευθύνσεων Εκπαίδευσης που εξετάζει δύο βασικά θέματα: την «Αξιολόγηση ιστοσελίδων» και την «Ηλεκτρονική διακυβέρνηση», με επιμέρους ζητήματα τα «Γενικά χαρακτηριστικά ευχρηστίας», το «Η-περιεχόμενο», τις «Η-υπηρεσίες» και την «Η-συμμετοχή». Το προτεινόμενο μοντέλο μπορεί να αποτελέσει το πρώτο βήμα για την διαμόρφωση ενός εξειδικευμένου καταλόγου οδηγιών για τη σχεδίαση, ανάπτυξη και διαχείριση των ιστότοπων κάθε υπηρεσίας του Υπουργείου Παιδείας, Έρευνας και Θρησκευμάτων.
