Η Επίδραση των Δαπανών για Ε&Α επί της Καινοτομίας: Εμπειρικά Αποτελέσματα από 12 Χώρες της Ευρωζώνης

Περίληψη

Η μελέτη διερευνά εμπειρικά την αιτιώδη σχέση μεταξύ της καινοτομίας (προσεγγίζεται μέσω του αριθμού των αιτήσεων για την κατοχύρωση ευρεσιτεχνίας) και των δαπανών για έρευνα και ανάπτυξη (Ε&Α) σε μια ομάδα δώδεκα χωρών της Ευρωζώνης κατά την περίοδο 1994-2013. Η μελέτη εδράζεται στις νέες θεωρίες της ενδογενούς μεγέθυνσης (Grossman & Helpman, 1991; Jones, 1995b). Η εμπειρική ανάλυση, χρησιμοποιώντας πάνελ δεδομένα, αποκαλύπτει ότι υπάρχει σχέση συνολοκλήρωσης μεταξύ της καινοτομίας, των εγχώριων και των εξωχώριων δαπανών για Ε&Α. Στη μακροχρόνια αυτή σχέση, υφίσταται θετική και στατιστικά σημαντική επίδραση των εγχώριων και μεγαλύτερη των εξωχώριων δαπανών για Ε&Α επί της καινοτομίας. Επίσης, τα αποτελέσματα δείχνουν ότι υπάρχουν ενδείξεις για αμφίδρομη μακροχρόνια σχέση αιτιότητας κατά Granger για όλα τα ζεύγη των εξεταζόμενων μεταβλητών. Τα ευρήματα υποδηλώνουν την ύπαρξη θετικών εξωτερικοτήτων και διαχυτικών αποτελεσμάτων μεταξύ των χωρών της ευρωζώνης και υπογραμμίζουν την ανάγκη εντατικοποίησης των προσπαθειών για την ενίσχυση της καινοτομίας σε ευρωπαϊκό επίπεδο.
